Why can't I create a Xiaomi Account using an IoT SIM?

Although the functionality of IoT SIM cards is similar to that of a regular SIM card, IoT cards are meant to be used by corporate users and smart hardware. Besides that, regular SIM cards are more stable throughout their lifecycle.

Due to security reasons, you can only create Xiaomi Accounts or register recovery phones using regular SIM cards.
